Este es el momento, no puedo dejar de expresar mi profunda decepción después de haber sido durante años, en lo que se refiere a las políticas de inclusión gitana, participar y testigo de excepción en el diseño e implementación de la Estrategia 2020.

I find myself disappointed by the expectations that were awakened in the Romani community and, finally, once commissioning, we find that lacks the fundamental; support for Romani organizations so that we are creators and protagonists of our own "inclusive process".

The first time I met with the former European Commissioner for Employment Social Affairs and Inclusion, László Andor, I stated the frustration of the Romani associations for not to access European support because of the high level of requirements in terms of infrastructure and resources , causing aid to developing programs for the inclusion of Roma, always were relapsing on local and regional administrations or macro non-Romani organizations, being relegated, at best, to be mere collaborators.

The commissioner acknowledged that this was so and that because of this, despite the huge investment made by the European Union for years to develop programs for Romani community, their achievements have been virtually negligible. He promised that this will change, the participation of Romani organizations will prioritize and significantly more resources to the development of actions would be designated, compromising for it among others, 16% of the European Social Fund.

H also noted to me that it would be a long process because they had to be modified many bureaucratic and legislative structures in the bosom of the European Union, what, step by step, during the following years was produced. Obviously this is not the time to itemize now this process which spanned from 2010 to 2014 and in which were actively involved, both the European Commission, the Parliament and the Council of Europe, matching all the need to prioritize aid Romani inclusion programs, as well as highlight of a very special way, the required participation and direct involvement of Roma organizations in their design and development process.

As expected, this gave hope to those that have been working without hardly have tools and resources to do so, since it assumed that thereafter, administrations and politicians had to count on us for the design and development of policies to alleviate the serious problems we face in key issues such as education, employment, housing and health.

However, to our astonishment, we witnessed something truly surprising because on the one hand, politicians certainly have required us to take part in the development of strategies of all kinds, while we have been reducing the few resources that we already had for carrying out our work. Something that we can not and we must accept when, on the other hand, we are aware of the funds that the European Union is providing governments and regions for the development of inclusive social policies, where the priority is given to the Romani community.

It is paradoxical that while the European Union has modified its structures for Romani local entities, have access to European programs for the development of very specific actions, on the other hand, local or regional governments that should favor and encourage those performances from Romani organizations who work and collaborate with them, are doing exactly the opposite and instead provide them with greater resources, they are slowing them.

Governments committed to the European Commission to achieve very specific and measurable goals for inclusion of the Roma community in employment, education, health and housing, as well reflected in their respective strategies. We know that the paper is "long-suffering" and that time to justify in 2020 the money received and evaluate the results, they can perform once again, as on many other occasions we have seen and denounced reports that have nothing to do with the real situation of our people.

Unfortunately, and with the occurred thing as yet, this fear has left over substantiate unless things change a lot. I think if from the high European authorities has been working for so long to give us this unique opportunity, we should not let pass remain inert when we should, indeed, be the protagonists and who lead actions and programs to be carried to term to achieve the objectives.

Therefore, as I have always said, we have to reclaim the place it belongs in its own right, resorting, if necessary, to where needed to make our voice heard at the highest levels. Otherwise, failure to do so, once again we are sentencing our future and that of our children, wasting an opportunity for the development of our people, as never before had had.
